Has the space program for us to go to mars been shut down?

Ive been told that Obama shut down the NASA program for us to go to and colonize mars. The person I heard this from is my grandpa who only watches fox (and they tend to be light on facts and references) so before I go around spewing out a bunch of uninformed rage could someone either confirm or deny this and provide a link to a source? Something ending with a .gov would be nice.
